2002 Funding Possibilities

The tables listed below represent various funding possibilities that could be pursued within the Hampton Roads region.  Base data/information for these tables comes from the 1999 "Regional Priority Setting" study/report conducted by the Hampton Roads Planning District Commission.  The tables below lists the funding mechanism, annual revenue for the first full year, and 10, 20, and 25 year total collections based on a conservative growth scenario. The amount of "up-front" bonding the funding mechanism could support is also listed.

Assumptions

- Annual collection increases are assumed at 1% for gasoline tax, 2% for vehicle registration, and 3% for sales tax.  These are slightly lower than what current trends show.
- "Up Front Bonding" represents the amount of funding that can be expected "up front" from the issuing of bonds, using the funding mechanism as funding for repaying the bonds.  Bonds are assumed for a 25-year period at 5.5% interest.
- For toll funding, traffic and toll revenue are assumed to increase at 1% per year.
- Toll funding scenarios are split into three categories:  Light, Medium, and Heavy.  Light scenarios represent a fairly low toll, and assumes an average 10% drop in projected traffic levels due to the toll.  Medium scenarios represent a moderate toll, and assumes an average 25% drop in projected traffic levels due to the toll.  Heavy scenarios represent a high toll, and assume an average 40% drop in projected traffic levels due to the toll.
- Carpoolers on the Southeastern Parkway get a 50% discount.
