Comment: NC 149's sole purpose is to get folks to the pulp mill, although it is possible to get to Plymouth via SR 1336 as well.
There has been a pulp mill at this location back to at least the mid-1960s. SR 1336 used to be the only way to get there.
Couldn't this just have been an extended NC 99...?
