Creation: SC 651 appeared in 1940 as new primary routing, running from SC 64 (now US 17 ALT) Cottageville north to SC 65 (now SC 61). This is the only SC 651.
Adjustments: In 1947, SC 651 was downgraded to S-15-22.
In 1949, SC 651 was resurrected to its original path.
