Creation: The Foothills Parkway was created in 1944 by Congress, with construction not occurring for over a decade. The first segment to open was in 1966 from TN 73 (now US 321) Walland southwest to Look Rock about halfway to US 129.
Adjustments: About 1968, the Foothills Parkway was opened from I-40 to TN 32 (now US 321) Crosby.
Also by 1968, the parkway was fully opened between Walland and US 129.
Also about 1968, an incomplete Spur of the Parkway opened as a bypass of Gatlinburg. Tennessee official maps show it as an unlabeled county road.

By the late 1980s, the segment from Walland to the Carrs Creek Rd overpass was completed, but it is unclear how long it was opened to traffic before the parkway was completed to US 321 decades later. Historic aerials do show a connector road between Carrs Creek Rd and the parkway but it is not clear if that was just for construction traffic. Some maps, such as the 1985 Blount County map also suggest this dead end segment was open. The segment was completely closed at some point and between 2007-09 the segment stopped appearing on official maps.
In 2018, the parkway was opened from Walland to US 321 Townsend
For some reason 2018 Officials and later show the (unlabeled) right of way for the entire Foothills Parkway, but do not show any road segments.
