VA 128 ends at BUSINESS US 29 near a large shopping cluster. The US 29 shields here imply "TO", as BUS US 29 leads into southbound US 29, while VA 128 can be used to access northbound US 29, at least until the Madison Heights bypass fully opens and US 29 is rerouted further east.
