Creation:  Appeared March 1981 (CTB) as a renumbering of mainline VA 168 through Great Bridge. Originally only ran between the Great Bridge Bypass junctions with VA 168.
Adjustments: 
About 1999, VA 168 Business was extended north to I-64, replacing a rerouted VA 168.
About 2001, VA 168 Business was extended south to its current end replacing more mainline VA 168.

Comment:  In addition to being a business route through Great Bridge, VA 168 Business provides a primary alternative to the toll road heading to North Carolina.
The DeLorme shows a short loop right at the NC Line (where Ballahack Rd Old VA 193 comes in) also as 168 Business, but this loop road does NOT connect back up with VA 168 on its southern end.
