Creation: An original state route in 1923, running from TN 27 Powell Crossroads to TN 24 (now old TN 111) Static, just below the Kentucky State line.
Adjustments: In 1934, AASHO tried to have US 37 assigned to the entirety of TN 28.
If TN 28 ever used Main St south of Cate St in Dunlap it stopped doing so by the late 1930s.
In 1939 or 1940, TN 28 was extended north a tiny, tiny distance replacing TN 42 to the Kentucky State Line.
In 1940, TN 28 was removed from Russell St (cutoff by TN 111)/Harmon Dr in northern Dunlap; Old York Hwy to Mount Airy near the Bledsoe Line
Sometime in the 1940s, TN 28 was removed from abandoned routing/Wrights Ln/Chanute Rd in Chanute
In 1950, TN 28 was removed from E Valley Rd/Old York Hwy/Cherry St into Dunlap
In 1952, TN 28 was removed from Hollow Dr (no longer connects to)/Hollow Ln above Isoline; Diden Loop and Old US 127 at Rinnie; Old Hwy 28 below Clarkrange
In 1953, TN 28 was removed from Old State Hwy 28 from Mt Airy through Pailo and Lee Station to below Pikeville.
In 1953 or 1954, TN 28 was extended south as new state highway to end at US 41-64-72 Pleasant Grove.
In 1955, AASHO turned down a request to add US 127 to TN 28 from the Kentucky line to Dunlap on its way to Chattanooga.
In 1957, TN 28 was removed from Methodist/Cumberland/Grove Sts in Pikeville to use Main St all the way through.
In 1958, TN 28 was removed from several Old Taft Hwy segments above Pikeville and in Cold Spring and continuing to Wild Plum near Crossville.
In 1959, US 127 was added to TN 28 as had been proposed in 1955.

In 1962, TN 28 was reoved from the following east of Crossville: Old Homestead Hwy; Byrds Creek Ln/Old Hwy Cir; County Seat Rd; Southbend Dr
About 1965, TN 28 south was extended the short distance to I-24.
In 1972, TN 28 was removed from Old Jamestown Hwy in northern Crossville
Between 1974-79, TN 28 was rerouted at Powells Crossroads to follow TN 27 (now TN 283) west to Whitwell, then northeast replacing a bit of TN 108 and more new state highway to meet US 127 much closer to Dunlap. The old routing east of the Sequatchie River to meet US 127 was removed from the state highway system but today is part of TN 283.
In 1983, TN 28 south was rerouted at Whitwell, replacing TN 27 to Jasper (as TN 28 Temp), then following US 41-64-72 east briefly then heading south to I-24 where it ends today. The old route from Whitwell to Powells Crossroads became TN 283 (now also a bit of Valley View Hwy) and from there south to I-24 became TN 27.
In 1990, TN 28 was placed on newly constructed routing from Jasper to Whitwell. The old route is US 41 through Jasper, Valley View Hwy and Hudson St in Whitwell

About 1992, TN 28 was removed from Old US 127/Main St through Jamestown
In 2001, TN 28 was given its bypass of Pikeville, leaving behind Main St
In 2004, TN 28 was removed from Roanoke Rd near the Jamestown Airport
In 2010, TN 28 was removed from abandoned roadway/Squirrel Flat Rd in Squirrel Flat
In 2013 or 2014, TN 28 north was extended west as new construction to the new TN 111 alignment, then north into Kentucky. This left behind literally a few feet of Old US 127 into its original Kentucky crossing.
