Creation: Appeared between 1957-60 as an upgrade to Barbour CR 12 and CR 5; Tucker CR 17 and CR 6. This is the 3rd WV 38.
| Adjustments: Between 1961-64, WV 38 was removed from CR 38/2 at its west end, moving its US 250 jct southeast. In 1966 (bridge date), WV 38 was removed from CR 38/9 and 38/10 west of Tacy; CR 38/11 through Tacy; CR 38/12 at Nestorville Improvements: Fully paved upon designation; no multilane segments Comment: WV 38 provides a fairly gentle route from the Parsons area to the Philippi area.

WV 38 #1: Appeared 1922 as new primary routing running from WV 22 (now WV 20) Cleveland northwest to WV 4 (now CR 44) Walkersville.
In 1923 (WVDOT Annual Report), WV 38 was truncated to a rerouted WV 4 (now US 19) Ireland. The route to Walkersville becmae part of WV 4.
Between 1929-31, WV 38 became part of WV 18. Today it is CR 20/21, CR 50/8 and CR 50.
WV 38 #2: Appeared between 1929-31 as a renumbering of WV 60 from WV 9 Berkeley Springs south to the Virginia line In 1935, WV 38 was extended north to Maryland at Hancock replacing part of WV 9. In 1938, WV 38 got a new bridge over the Potomac River, removing it from a bit of CR 1, a little CR 19, and all of CR 19/1. In 1938, WVDOH studied requesting replacing WV 38 from Berkeley Springs to Maryland with an unspecified US route number. It is unclear if they formally requested this or not but it obviously did not happen. In 1941, WV 38 was renumbered as WV 522. Today it is US 522 except within Berkeley Springs it cut west on Fairfax St to Wilkes Ave (still original concrete!) which used to continue north out to current US 522 at roughly Jimtown Rd.
