Creation:  I-140 was requested by Tennessee in April 1992 to run from I-40/75 Farragut (now part of Knoxville) southeast to US 129 Alcoa. In June 1992, AASHTO approved this subject to FHWA approval and the completion of construction.
Adjustments:  Per Wikipedia, which references newspaper articles, the first segment of I-140 to open was in 1992, from US 129 to TN 332.
In 1993, I-140 was open from TN 332 to US 11-70.
In 1996, I-140 was open from US 11-70 to I-40/75.
Improvements: Upon opening, I-140 was 4-laned throughout

Comments:  Provides access to the Alcoa-Maryville area, plus the Knoxville airport from the western end of Knoxville.
I-140 was not supposed to be signed until it connected to I-40/75, so what was it signed as between 1992-96?
