Creation:  I-640 was requested by Tennessee in July 1958 to run from I-40 west of Knoxville to I-40 east of Knoxville, bypassing the city around the north side. This had been designated C40 as a placeholder in earlier documents. AASHO approved this in August 1958.
Adjustments:  Per Wikipedia, which references newspaper articles, the first segment of I-640 to open was in 1964, from I-40/75 to a temporary connection with Middlebrook Pike (now TN 169) nearby. I have not located a satellite image of this to see how the connection actually was.
In 1970, I-640 was open between I-75/US 25W and US 441.
In November 1979 Tennessee requested that I-275 replace I-75 from I-40 in downtown Knoxville out to I-640, where the rerouted I-75 would be. The request was meant to coincide with the completion of the western leg of I-640, which was replaced by I-75 west of US 25W. AASHTO approved this in June 1980. Almost immediately, AASHTO Aallow Tennessee to co-sign I-640 on the I-75 leg if they wished.
In December 1980, I-640 was opened from Middlebrook Pike to I-75/US 25W. At this time access to Middlebrook Pike was removed.
In 1981, I-640 was opened from US 441 to I-40 east of Knoxville.
Improvements: Upon designation, I-640 was 6-laned throughout, except between I-75/275 and US 441 (4-laned), which was 6-laned in 2003.

Comments:  The bypass of Knoxville. I-640 was hurried to completion to be available during the 1982 World's Fair.
