Creation: Appeared in 1922 as new primary routing running from WV 1 (now US 50) Junction south through Moorefield, Petersburg, and Franklin before entering Virginia. This is the only WV 28.
| Adjustments: Between 1929-31, WV 28 was extended east with US 50 to Romney, then replaced WV 54 to Maryland.
In 1934 or 1935, WV 28 north was truncated to the newly created WV 28E and WV 28W split below Wiley Ford. The original WV 28 approach into Maryland became WV 28W (now WV 28 ALT). In 1935, WV 28 south was rerouted at Petersburg to replace an unknown primary route for 0.8 miles, then replaced WV 42 south all the way to Minnehaha Springs, then replaced WV 43 west to end at US 219 Marlinton. The old route from Petersburg through Franklin to Virginia became US 220 (WV 28 used CR 220/9 through Ruddle).
In 1941, WV 28 south was truncated to Minnehaha Springs ending at WV 39 (now CR 39/5) which replaced WV 28 over to Marlinton. In 1938, WVDOH studied requesting replacing all of WV 28 with an unspecified US route number. It is unclear if they formally requested this or not but it obviously did not happen. Between 1938-46, WV 4-28 swapped routings with CR 28/1 north of Seneca Rocks.
By 1947, WV 28 was removed from CR 28/14 aabove Fort Ashby In 1952, WV 28 south was truncated to the rerouted WV 39 in Minnehaha Springs as WV 39 took over some of WV 28 here. In 1956 (bridge date), US 33/WV 28 was removed from CR 33/8 at Judy Gap. In 1957 (bridge date), WV 28 was removed from CR 8 and 8/1 at Green Bank. In 1958 (bridge date), US 220/WV 4-28 was removed from CR 220/8 and CR 2 from Old Fields northward.
Between 1950-60, WV 28 north was extended back over WV 28W to Maryland. Between 1950-66, WV 4-28 was removed from CR 28/9 Corners Rd at Cabins and CR 28/10 Redman Rd outside Petersburg No later than 1966, US 33/WV 28 was removed from CR 9/6 in Riverton. In 1977, WV 28 south was rerouted at Dunmore to replace CR 11 down to WV 39 Huntersville. The old route to Minnehaha Springs became part of WV 92.
Between 1981-83, WV 28 and WV 28 ALT swapped routings into Maryland.
Improvements: Paved by 1923 from Franklin to Upper Tract; Moorefield to Old Fields In 1924, WV 28 was paved from Moorefield southwest a couple miles In 1925, WV 28 was paved the rest of the way to Petersburg from Moorefield; Old Fields to the Hampshire line. In 1932, WV 28 was paved from Upper Tract to Petersburg; Hardy-Hampshire line to Maryland By 1935, WV 28 was paved from Marlinton well into Pendleton County; Hopeville to Petersburg The remaining Pendleton County segment to Hopeville was paved by 1939.
